PayPal in Russian

Today an interesting letter arrived at the post office. Notice that PayPal now speaks our language :)
I certainly did not use it, because I did not confirm the card yet, so I did not understand the subtleties of PayPal. But as far as I know, for Russians it is cut down.
Does it mean now that it will be possible to use PayPal completely? :)
