The latest presidential initiatives concerning the reform of the gambling business have also affected casinos on the Internet. Gambling on the Web can be simply banned - this provision is contained in the draft federal law submitted to the State Duma “On state regulation of the organization and conduct of gambling” (the previous
version of the law).
In particular, the site kremlin.ru
reported : "The draft federal law provides for a special ban on the implementation of activities for the organization and conduct of gambling using information and telecommunications networks, including the Internet, as well as communications, including mobile."
Recall, on October 4, 2006, President Vladimir Putin proposed to the deputies to radically change the rules of gambling business. According to the amendments to the legislation, all types of gambling activities will be allowed only on the territory of four federal zones and several zones created by local authorities.

Law enforcement agencies have already closed several metropolitan casinos and entertainment centers. By July 1, 2007, gambling establishments intended for less than 50 slot machines are expected to close. The remaining entertainment centers without a special permit will work until January 1, 2009. It is reported that only Russian legal entities can become their holders, with net assets of at least 600 million rubles.
Returning to the topic of banning online casinos, we note that this phenomenon has not yet fixed this phenomenon with a separate term. That is, in fact, it is supposed to prohibit something that does not legally exist.
However, the concept of "electronic casino" was proposed to introduce in
earlier versions of the law regulating the gambling business. According to those definitions, an online casino was called a place on the Internet, which "using the appropriate software hosted on a server or other device, provides an unlimited number of people in real time the opportunity to participate in gambling or betting and find out their result."
