reported by the author. He further admitted that he
deliberately saved the magnet links to the video with scenes of
murders in New Zealand on the public page of his account. Later, it was experimentally found out that the
automatic algorithms provided the author with a lock for dealing with locks. But there was also an assumption that the ban was for
spam from the IP range to which the author belongs.

What is DPI, how is it associated with locks and why should it be dealt with (according to the author):
Providers of the Russian Federation, for the most part, use the system of deep traffic analysis (DPI, Deep Packet Inspection) to block sites that are listed in the registry of prohibited. There is no single standard for DPI, there is a large number of implementations from different suppliers of DPI solutions, differing in connection type and type of work.

You can see that almost 2,000 people have added the utility to their favorites, and 207 have made its forks. But this is three days ago, and now it's a 404 error.
Here is how the author described the functionality of the utility:
GoodbyeDPI can block packets with redirection from passive DPI, replace Host with hoSt, remove the space between the colon and the host value in the Host header, “fragment” HTTP and HTTPS packets (install TCP Window Size), and add an additional space between the HTTP method and by.
