Russians will get a digital profile

After gaining " digital rights " Russia is waiting for a digital profile for citizens and legal entities.

What are we talking about?

The draft amendment to the Federal Law of July 27, 2006 No. 149- “On Information, Information Technologies and Information Protection” speaks about the identification and authentication of citizens and legal entities. It will simplify interaction with the use of information technology.

Profile will be launched in the framework of the federal project "Information Infrastructure" of the state program "Digital Economy". The concept was thought up jointly by the Ministry of Communications and Mass Media, the Bank of Russia and Rostelecom.

The digital profile will become part of the Unified Identification and Authentication System (ESIA). Now it stores the data of users of state services.

The new legal term will be:
“A digital profile is a collection of information about citizens and legal entities contained in the information systems of state bodies and organizations that exercise separate public authorities in accordance with federal laws, as well as in a single system of identification and authentication.”

Simply put, a digital profile will be enough to arrange and receive, for example, a loan directly on the Internet. By the way, plan to test profile that way. To the experiment, invite banks from the association "Fintech".

When dealing with a digital profile, legally relevant data will be downloaded automatically. Enter the data yourself is not required.

Profile will be able to offer services that rely on the law. It will be easier to arrange, for example, a tax deduction or get benefits.

In Article 1, the bill also defines the digital profile infrastructure:
“A digital profile infrastructure is a collection of information systems in a single identification and authentication system that provides access to a digital profile.”

Digital profile infrastructure is created for the exchange of information between all interacting parties. She will provide:

• Identification and authentication nat. and jur. individuals.
• Access to digital profile.
• Providing and updating profile information.
• Obtaining and withdrawing consent to the processing of personal data when required by law.
• Providing information for any service.
• Storage of information.

In some cases, under current legislation, consent to receive information using the infrastructure will not be required.

It is assumed that this time the state will work with the infrastructure with unheard of speed:
“State bodies, organizations that exercise separate public authority in accordance with federal laws are obliged to provide the digital profile infrastructure and update the specified information on an ongoing basis within a period not exceeding 15 seconds from the time the changes are made to the relevant information.”

Between government agencies, all interactions will occur through a unified system of interagency electronic interaction.

In addition, the bill will make minor changes to the FZ series:

• Article 2 - to the Federal Law “On Personal Data”.
• Article 3 - to the Federal Law of July 7, 2003 No. 126-FZ “On Communications”.
• Article 4 - to the Federal Law of November 21, 2011 No. 323-FZ “On the Principles of the Protection of Citizens' Health in the Russian Federation”.

Before the end of the year they plan to launch a mobile application for working with a digital profile.
