Roskomnadzor ordered an automated monitoring system for search engines and VPN



March 19, 2019 a tender for the development of an “automated system for monitoring compliance with the requirements of Article 15.8 of Federal Law No. 149-FZ dated July 27, 2006“ On Information, Information Technologies and Information Protection ”” was posted on the public procurement website. In simple words, the new system should automatically monitor the law-abiding search engines and VPNs so that it is impossible to access a forbidden website (for example, Rutracker.org) or to launch a forbidden service (for example, Telegram) through them.

“According to the degree of scientific and technical novelty, the AU 15.8 being created is not a fundamentally new system, either from the design or technological points of view,” the characteristics of the annex to the contract says, “but it does not have any well-known existing analogues in the degree of automation in Russia interacting objects of accounting and control ".

The automated system is being developed to help Roskomnadzor employees who are now monitoring VPNs and search engines for blocking prohibited sites and services. Obviously, doing it manually is hard. The procedure is quite bureaucratic. “The control measures are carried out by authorized officials in accordance with their official duties based on the tasks for such events approved in step 1 ... In the text of the procurement, it is noted that the system will reduce the running costs of HRPC to conduct round-the-clock monitoring of the operators of search engines and VPN, reducing the time and labor costs of employees.

The result of the work on the first stage is a system operating in trial operation mode on the customer’s test site. The result of the work on the second stage is a system operating in the mode of industrial operation. In order to fulfill obligations under the contract, the customer “organizes the access of the contractor’s employees to the corresponding hardware and software complexes, as well as provides access to paid search records of search engines, including payment for the required volume of search queries, and software and hardware access to properly conduct all types of tests ".

The initial (maximum) contract price is 25 million rubles. Selection of a contractor is carried out through competitive negotiations .

The date and time of the application deadline is March 29, 2019 at 10:00.

The date of consideration of applications - April 3, 2019, the date of summing up - April 8. System development should be completed before the end of this year.
