Roskomnadzor ordered an automated monitoring system for search engines and VPN

March 19, 2019 a tender for the development of an “automated system for monitoring compliance with the requirements of Article 15.8 of Federal Law No. 149-FZ dated July 27, 2006“ On Information, Information Technologies and Information Protection ”” was posted on the public procurement website. The order was placed under the Federal State Unitary Enterprise Main Radio Frequency Center (GRTC) under the jurisdiction of Roskomnadzor.

The draft agreement and the annex explain what exactly the automated system of the AU 15.8 should do.

In accordance with the annex to the contract, the appointment of AS 15.8 is the automation of the processes of the FSUE GRTC to control the activities of:

• search engines - in terms of the fulfillment of the obligation to terminate on the territory of the Russian Federation the issuance of information about information resources, information and telecommunication networks, access to which is restricted in the territory of the Russian Federation in accordance with Federal Law 149;
  
• owners of software and hardware access to information resources, information and telecommunication networks, access to which is limited - in part to prohibit the provision of the use in the territory of the Russian Federation of information and telecommunication networks belonging to them and information resources to gain access to prohibited sites.

Also, the purpose of AC 15.8 is to automate the conduct of inspections by means of checked search engines and VPNs:

• search engines for issuing information about prohibited resources;
  
• VPN for user access to forbidden resources.

In simple words, the new system should automatically monitor the law-abiding search engines and VPNs so that it is impossible to access a forbidden website (for example, Rutracker.org) or to launch a forbidden service (for example, Telegram) through them.

“According to the degree of scientific and technical novelty, the AU 15.8 being created is not a fundamentally new system, either from the design or technological points of view,” the characteristics of the annex to the contract says, “but it does not have any well-known existing analogues in the degree of automation in Russia interacting objects of accounting and control ".

The automated system is being developed to help Roskomnadzor employees who are now monitoring VPNs and search engines for blocking prohibited sites and services. Obviously, doing it manually is hard. The procedure is quite bureaucratic. “The control measures are carried out by authorized officials in accordance with their official duties based on the tasks for such events approved in step 1 ... After the control measure is completed, an act of the control measure is drawn up ...” the resource, the authorized persons of the control body, which carried out the control measure, print on paper and be certified by signatures of copies of the page, access to which Anichen and the issuance of information about which is not terminated by the search engine. In the text of the procurement, it is noted that the system will reduce the running costs of HRPC to conduct round-the-clock monitoring of the operators of search engines and VPN, reducing the time and labor costs of employees.

The result of the work on the first stage is a system operating in trial operation mode on the customer’s test site. The result of the work on the second stage is a system operating in the mode of industrial operation. In order to fulfill obligations under the contract, the customer “organizes the access of the contractor’s employees to the corresponding hardware and software complexes, as well as provides access to paid search records of search engines, including payment for the required volume of search queries, and software and hardware access to properly conduct all types of tests ".

The initial (maximum) contract price is 25 million rubles. Selection of a contractor is carried out through competitive negotiations .

The date and time of the application deadline is March 29, 2019 at 10:00.

The date of consideration of applications - April 3, 2019, the date of summing up - April 8. System development should be completed before the end of this year.
