The Ministry of Communications and Mass Media has
prepared materials on the development of 25 digital “superservices” for the interaction of Russian citizens with the state. According to the plan, by 2021 this interaction will take place mainly in digital form. The task was set to bring the share of digital interaction between citizens and businesses with the authorities to at least 80%. Some officials will be replaced by automated computer systems.
“Road maps” for each of the services should be ready in June 2019. The training will be engaged in a working group with the participation of the deputy head of the relevant department. The work of the working groups will be built in the spirit of SCRUM with splitting into sprints for one week, the results of which should increase the functionality of the service.
The list of superservices was approved at the presidium meeting in February 2019:
- online services on registration of euro protocol in car insurance (curator - Bank of Russia);
- digital enforcement proceedings (FSPP);
- disability assistance (Ministry of Labor);
- labor relations (Ministry of Labor);
- social support (Ministry of Labor);
- pensions (Ministry of Labor);
- labor migration (Ministry of Labor);
- medical certificates and documents (Ministry of Health);
- registration of traffic violations and accomplishment rules (MIA);
- registration and passport services (MIA);
- services for the notification and appeal of fines (MIA);
- allocation of land for construction (Rosimushchestvo);
- justice (Judicial Department at the Supreme Court);
- submission of applications to law enforcement agencies (Prosecutor General's Office);
- state business support (Ministry of Economy);
- obtaining permits for business and its registration (no curator);
- digital construction (Minstroy);
- entering the university (Ministry of Education and Science);
- paperless service for the transport of passengers and goods (Ministry of Transport);
- obtaining digital education documents (Ministry of Education);
- receiving education in the Russian Federation for foreigners (Rossotrudnichestvo);
- assistance with the birth of a child, the loss of a loved one and moving to another region (Ministry of Communications and Mass Media).
The Ministry of Economics officially refused to supervise the service “permits for businesses in digital form”, since it lacks a regulatory framework. An additional meeting will be held on this issue.

The Ministry of Communications and Mass Media has also developed a methodology for assessing the “digital maturity” of public services on a six-point scale (from “−1” to “super”). The following criteria are taken into account:
- registration on reception in electronic form with a pre-check of documents;
- the possibility of filing documents without face-to-face;
- request for information through SMEV;
- manual or automatic decision making;
- electronic receipt of the notification of the decision or the very result of the service in the form of an electronic document;
- keeping a register of decisions made.
In addition to developing new services, 33 traditional state services will be optimized, including migration registration, vehicle driving and driver licensing examinations, cadastral registration and provision of information from the USRN, receipt of tax declarations, issuance of licenses for providing communication services.
According to the results of the optimization, the share of refusals in the provision of services should be reduced by 10 times, the term for providing services should be reduced by two times, and the number of violations of the temporary regulations should not exceed 4%.
Filling out an electronic application will take no more than 10 minutes, and the cost of labor remuneration of government service providers will be reduced by 30%. At least that is the plan.
