"Rostelecom" will invest in the construction of new communication lines 60 billion rubles

Recently, Rostelecom announced the conditions for participation in tenders for the construction of communication lines, as reported by Vedomosti. Tenders, of which there are several dozen, will be held in the format of an open request for quotations. It is planned to lay communication lines in 52 places in five federal districts of Russia. The construction budget will be more than 60 billion rubles. For regions that were not affected at this time, competitions will be announced later.

Future infrastructure is needed to implement the People’s Digital Economy program. This program is designed to accelerate the introduction of modern digital technologies in the system of economic management and social sphere of the Russian Federation. The representative of "Rostelecom" Valery Kostarev noted that a request for quotations from contractors will enable the company to quickly begin construction and connect facilities, depending on incoming orders.

At the moment, it is not known what the total length of fiber-optic lines will be, but a source close to the leadership of Rostelecom shared information that it is planned to lay about 200,000 km.

Rostelecom is the only federal communications company in Russia that operates socially significant communication services. In 2014, she concluded a 10-year contract with the Russian Federation to eliminate digital inequality. At that time, the project budget was 168 billion rubles. Rostelecom was supposed to build WiFi access points at 14,000 small populated points with 250-500 inhabitants, and also to put in order a network of 147,000 payphones. Since 2017, these residents can enjoy free internet access, and since last year, they can call from payphones to landlines within the region.

Last summer, the President of Russia instructed Rostelecom to provide access to free wireless Internet in localities where over 100 people live. Thus, residents of small villages will get access not only to the Internet, but also to cellular communication. Oleg Ivanov, the deputy minister of digital development, communications and mass communications, believes that Rostelecom can organize access to the cellular communication of the standard from 2G, thanks to the optical communication channel and antenna masts.

Amendments to the Law on Communication, which will characterize cellular communication as a universal service, have already been made and published by the Ministry of Communications and Mass Media. In other words, the state will compensate telecom operators for losses from the provision of services from a special service reserve. Each Russian operator makes payments to this reserve at 1.2% of the amount of revenue.
