In several regions of Russia, an
interesting experiment will soon
begin with issuing “personal digital certificates” to citizens - essentially a sum of money that they can spend on acquiring IT skills. In the case of a successful experiment, the practice can be extended to the whole of Russia.
Personal digital certificates are incentive payments that the state will allocate for citizens to acquire such competencies as basic programming, basic work with data or communication in modern digital environments.
With the help of the certificate, you can complete the training program online or in person, by contacting the organization that provides educational services. To obtain a certificate, an electronic application must be sent to a specialized operator and, if desired, be tested to create a personal competency profile,

In 2019, it is expected to distribute 5000 digital certificates, and until 2024 - up to a million pieces.

The experiment is conducted with the participation of the
autonomous non-profit organization "Digital Economy" , which was created by IT companies, in order to "ensure a productive dialogue between business and the state in the implementation of the national program of the same name."
A previous
study showed that more than a quarter of Russians are interested in obtaining personal digital certificates for IT training.
“Every second Russian would like to improve their knowledge and skills in the field of IT. Every third noted that he risks losing his job if he is not trained in this area. More than a quarter of Russians (28%) are interested in obtaining digital certificates for IT training, ”the document says. The study was conducted in January 2019.

Interest in learning is highest among young people (64%) and decreases with age. More than half of the respondents (57%) noted that if they were familiar with information technologies at a higher level, they would be able to find a better employment option. The preferred form of education for the majority of Russians (61%) who consider raising their qualifications in the field of IT is specialized courses.

“Today, every second Russian (52%) reports that compulsory possession of information technologies is required at his workplace. At the same time, a third of Russians (29%) assess their knowledge in this area as low, and almost do not have a desire to study, ”says Timur Aymaletdinova, deputy director of the NAFI analytical center.
