VKontakte has released an instant messenger for PC, very similar to Telegram

VKontakte has completed beta testing of a desktop messenger that allows you to communicate with VK users without visiting the site. Despite the long-term cooperation with law enforcement agencies , Mail.ru mentions "secure voice and video calls via instant messenger."

The application interface is very similar to the desktop version of Telegram. It also has a proxy to bypass the lock in Ukraine.
