The draft law on “sovereign runet”, which was approved by the State Duma in the first reading on February 12, contained a clause on the creation of a national domain name system based on Roskomnadzor. This measure caused criticism from the Russian business.



Now the State Duma is considering the possibility of excluding the requirement, as reported by Kommersant . “Such a discussion is really going on,” confirmed Leonid Levin, chairman of the State Duma Committee on Information Policy. The problem is that Russia already has a backup domain name registry - it was created by the decision of the Coordination Center of the national domain of the Internet. The founders of the center include the Ministry of Communications and the Internet Technical Center under the control of Rostelecom.



In addition, the Ministry of Justice and the Ministry of Finance are opposed to expanding the powers of Roskomnadzor by creating a new registry, as stated in the explanatory note to the resolution on the creation in the Russian Federation of a center for monitoring and managing a single communications network.

But the creation of the center itself was not disputed - most likely, it will appear by July 1, 2019 and will be controlled by the same Roskomnadzor. Market participants have questions about the transfer of functions to Roskomnadzor for managing telecommunications networks in emergency situations.



As for the bill itself, it is an amendment to the laws "On Communications" and "On Information", suggesting the creation in Russia of the infrastructure for the smooth operation of national Internet resources when the RF is disconnected from foreign servers. In addition, the project provides for the creation of a centralized management system for a public telecommunications network.
