Today, the Roskomnadzor management in the Central Federal District of the Russian Federation has
drawn up a protocol on administrative offense against Twitter. The protocol was drawn up under Article 19.7 of the Code of Administrative Offenses of the Russian Federation due to the fact that the company did not provide the necessary information on the localization of personal data bases of Russian users in Russia, the official statement of Roskomnadzor said.
The protocol was compiled in the presence of a Twitter representative.
Roskomnadzor reportedly sent the corresponding request to the company on December 17, 2018, but so far the company's servers have not been transferred to Russia.
The document will be sent to the Justice of the Peace in accordance with the terms of the Administrative Code of the Russian Federation for a decision on administrative responsibility, reports Roskomnadzor.

The month the press service of Roskomnadzor
has already announced the initiation of administrative cases against Twitter and Facebook for non-execution of the law on the localization of personal data bases of Russian users. Probably, at that time the case could not be brought to court or some other formalities were not observed. It is not clear what else can explain the re-initiation of the procedure.
“The companies that manage Facebook and Twitter social networks provided formal answers to our demands to confirm the localization of the personal data bases of Russian users in Russia. They do not contain specifics about the actual implementation of the legislation at the moment, nor about the timing of the implementation of these norms in the future <...> In this regard, Roskomnadzor is starting administrative proceedings against both companies, ”the press service said from 21 January 2019.
Localization of personal data obliges IT companies operating in Russia to store and record personal data of Russian users on the territory of the Russian Federation, as well as to ensure the implementation of the “Law of Spring” and other requirements of Russian legislation.
