The Ministry of Communications and Mass Media has developed amendments to the rules for storing data under the “Spring Act”, which provide for the use of only Russian equipment. "Technical means of accumulating information that are part of the communication equipment that ensures the implementation of established actions during operational investigative activities must have a conclusion valid at the time of installation of this equipment on the operator’s network of confirmation of industrial production in the Russian Federation in accordance with the requirements to data storage systems established by the Government of the Russian Federation

The action of this paragraph applies to technical means of accumulating information that are part of the equipment of communication equipment that ensures the implementation of established actions during operational investigative activities, the acquisition of which will be carried out after the entry into force of this decree of the Government of the Russian Federation. ”

To summarize, the “production” of equipment for SORM should be conducted only in the territory of the Russian Federation .

According to the explanatory note, the Russian assembly will protect the equipment from "computer attacks using the vulnerabilities of foreign equipment."

Recall that the law obliges Internet providers to keep all Internet traffic of users for 30 days.
