The program prepared by the Ministry of Information Technologies has been adjusted to reflect the new tasks and is aimed at creating an “electronic government”. It is assumed that its financing will now be provided in the required amount. From 2002 to the present, the financing of Electronic Russia did not exceed 25% of the required amount.
The planned amount of funds, as mentioned above, is 13 billion rubles. However, according to the calculations of the Ministry of Information Technologies and Communications, the socio-economic and budgetary efficiency of the program implementation in the period from 2007 to 2010. may be about 74 billion rubles.

In 2007, it is planned to allocate 2.8 billion rubles from the federal budget for federal program activities. Its main tasks will be: ensuring effective interdepartmental information interaction, building a unified information vertical of public administration, increasing the availability of public services for the population and organizations, increasing the level of professional training of government officials in the ICT sector.
The new edition of the program has reduced the number of government customers, while at the same time significantly increasing their authority and responsibility regarding the implementation of the program plan. The state customer-coordinator determined the Ministry of Information Technologies and Communications, and the state customers - the Ministry of Economic Development of Russia, Rosinformtekhnologii, the Federal Protective Service of Russia and the Federal Government.
A 10% increase in the efficiency of budget expenditures is expected from the implementation of program activities - those that went to the introduction of information technologies in the activities of state bodies. The labor costs of these bodies on the exchange of interdepartmental information will decrease by about 25%.
In addition, the Ministry of Information Technologies and Communications reported that the new solutions would reduce the administrative burden on the population and organizations in their interaction with the authorities, increase the speed and quality of the services provided.
