Now MTS, Megafon and VimpelCom have sent a letter to the regulator in which they expressed concern about the Central Bank’s project, because “this information constitutes a communication secret.”

“Such information can be passed on to third parties only by court decision: there is a risk of bringing the employees of cellular operators to responsibility, since they are obliged to provide communication secrets,” the letter says, a copy of which, apparently, Vedomosti received .

Lawyers explain that, according to the definition of the Constitutional Court of 2003 and 2008, “the secret of communication is made up of any information transmitted, stored and installed using telephone equipment, and not just the content of the negotiations”. Thus, in order to exchange information about IP addresses, IMEI and IMSI without the consent of the subscriber, changes in legislation are needed. Perhaps it is these changes that are being achieved by telecom operators.
