Despite the absence of violations, Roskomnadzor sent the company an information letter on the merits of the appeal of the Internet Copyright Association (AZAPI), as

The fact is that earlier it was AZAZI that announced the discovery of links to both RuTracker and Librusek, which were blocked back in 2016. According to the association, this situation violates the federal law “On Information, Information Technologies and Information Protection.”
In addition, the president of the publishing group "Eksmo-AST" said that the group opposes the popularization of resources with pirated content, believing that Roskomnadzor needs to conduct a trial regarding the situation with the search service.

“The appeal you submitted from the Internet Copyright Association to Roskomnadzor arrived on 15.10.2018, the monitoring did not reveal in the search results of Yandex the references in the appeal to pirated websites. However, the situation may change. ILV conducts systematic monitoring of this treatment. We also sent an information letter to Yandex on the merits of the appeal, ”said Eksmo-AST.
AZAPI sent a complaint to the search engine on October 12. In particular, it indicates that when searching for “mirrors” of blocked sites, the service among the recommended resources provides a link to the original sites. As evidence of their words, the association attached screenshots to the complaint with search results from the sites RuTracker and Librusek.
Representatives of the association also noted that their appeal is the first according to amendments to the Code on Administrative Offenses that came into force on September 25. According to the amendments, legal entities observed in violation of the law may be fined up to amounts up to 700,000 rubles.
