Cloud - sorting

I wanted to ask ... by what criterion sort tags in the cloud?
I think that it would be much more convenient, more familiar to sort them alphabetically.
People who constantly monitor the site, and accordingly, changes in the cloud have already become accustomed to seeing it as such and remember in which part of the cloud the necessary label is located.
But a new person is lost (- in order to find the label that is interesting to him, he must run across the whole cloud, and strain, reading this small, large print.
It would be more logical to place labels in alphabetical order, wouldn’t it?
