On all computers in Russia they want to pre-install Russian antiviruses

The national project “Digital Economy” has been submitted to the government of the Russian Federation, in the passport of which an interesting proposal from the Ministry of Digital Development, Communications and Mass Communications of Russia is indicated: to legally provide for the pre-installation of domestic antivirus programs on all personal computers imported and created in the territory of the Russian Federation from August 1 2020, according to Kommersant.

Colleagues from other departments positively assess the initiative of the Ministry of Communications. For example, the Ministry of Economics experts added a review with a recommendation on how to substantiate a possible violation of WTO rules: they suggest import substitution to be carried out “with the aim of ensuring national security.”

“The rules of the WTO allow in order to ensure national security to introduce such measures. Moreover, they are introduced regardless of the country of origin of the personal computer and establish similar requirements for Russian manufacturers. Taking into account the active development of information technologies, such measures seem reasonable, ” commented to the Kommersant in the press service of the Ministry of Economy.

Yevgeny Kaspersky, general director of Kaspersky Lab, in an interview with Kaspersky explained that the scale of Russian import substitution cannot even compare with what is happening in the United States:

“Their import substitution is not only a slogan, like ours, the whole system is built there in the first place. Therefore, in North America we have very small chances to get some market share. ”

The initiative was supported by Natalya Kasperskaya, the president of the Infofotch company:

“The anti-virus can collect information and then analyze it somewhere. What would it look like in terms of the country's security if we put Symantec everywhere? He will see everything with us, ”said Kasperskaya.

Currently, there are two major players on the Russian and CIS markets: ESET and Kaspersky Lab, while ESET occupies about a third of the antivirus software market.
