The concept of regional informatization until 2010 will be implemented - the Russian government headed by Prime Minister Mikhail Fradkov
approved this project .
The project implementation management is entrusted to the Ministry of Information Technologies and Communications of the Russian Federation (the Ministry of Information Technologies and Communications), which prepared the concept. Together with the Ministry of Economic Development and Trade (MEDT), it will determine administrative reform measures.
According to the concept, the focus will be on creating conditions for the development of a modern information and telecommunication structure, ensuring the security of regional and municipal information systems of the country, and improving the management of the socio-economic development of the constituent entities of the Russian Federation.

At the same time, for the unification of decisions, regional informatization will be based on common standards. The development of these standards will be carried out within the framework of the federal target program "Electronic Russia".
The text of the concept emphasizes that for effective coordination of the implementation of programs and projects of regional informatization, a special council is created under the federal executive body that provides regulatory legal regulation in the field of information technology.
Financing of the mentioned programs will be carried out at the expense of funds from the budgets of the subjects of the Russian Federation, local budgets and extra-budgetary sources. To co-finance joint projects, federal budget funds may be raised under the Electronic Russia program.
The implementation of the concept is designed for three stages.
For 2006 and 2007 at the federal level, in the framework of “Electronic Russia”, a common methodology for designing an e-government in the region, a model of its general conceptual, functional, information and technical structures should be developed and agreed, and a regional informatization council should be established.
The subjects of the Russian Federation will have to establish the level of use of information technologies in the socio-economic sphere and public administration, as well as conduct an analysis of the needs of the population for information services.
In addition, regions selected on a competitive basis will have to develop an e-government structure, a program for its implementation and form the appropriate governing bodies.
At the second stage, in 2008 and 2009. As part of the implementation of the federal program “Electronic Russia”, typical informatization solutions should be developed and tested, a system of voluntary certification of decisions in the field of regional informatization should be formed.
At the level of the subjects of the federation it is planned to develop and approve the structure of e-government in the region and programs for its implementation. In selected regions selected in the competition, the mentioned typical regional informatization solutions will be put into operation.
At the third stage, in 2010, in the regions of the Russian Federation it was decided to put into operation regional information systems.
