Last week, a meeting of the leaders of the main Internet organizations and leading experts in the field of information law was held at the Federation Council of the Russian Federation. And on September 25, Vladimir Slutsker, deputy chairman of the industrial policy committee of the Federation Council of the Russian Federation, answered questions from journalists. During the conversation, he said some very interesting things about the procedure for registering domain names.

In principle, this idea is not bad. Indeed, if a project is registered as an online media, then why not allow it to add a specific domain name to its data. This will not entail any additional obligations (unless, just, the need to re-register when changing the domain, which in itself is a rarity). But it will make the projects and the content placed on them more legally protected.

On the one hand, this initiative can be understood. Our lawmakers are trying to protect themselves from phishing in this way. Like, if we have the passport data of the owner of the domain on which the fraudulent activity is conducted, we can always “catch it”. But in practice ... Today, fraudsters manage to get bank loans for someone else's name! What to say about remote domain registration. In our country, the very concept of “personal data” has not yet taken root, so finding someone else's passport data (not a specific person, but in general, someone's) - just spit. So I do not think that such innovation (more precisely, “starovedenie”) can give at least some real protection against phishing.

Nevertheless, the chances of implementing the initiatives voiced are quite high. This is what Vladimir Slutsker said about this: “Changes in the procedure for registering online media and domain names do not require making appropriate amendments to federal legislation. This can be defined at the level of departmental instructions and self-regulation of public Internet organizations. ” That is, in fact, just a few indications are enough for registrars to start requiring passport data. Although, frankly, there are still a lot of unclear points. For example, are registrars and domain administrators ready to store passport data in accordance with all the requirements of the Federal Law “On Personal Data”?
