The issue of layout and engine

I have a question about site building. There are detailed, good quality, jpg-pictures of all pages on the site. The site is completely uncomplicated, blog-like - news from admins, the ability to comment on them, and of course registration. The engine is not defined, any suitable, convenient.

So: how much do you think the layout and attachment to the engine can cost? Deadlines are not tight, you can within a month.
