Habrakat is a necessary and useful thing. But IMHO slightly flawed.
Now, before opening the article completely (click on read more), I remember what the last read paragraph looks like and its approximate meaning. After the page has opened (usually in a new tab) and rewound to an anchor, I lift it up with a little wheel and look at what I stopped at, because Some authors thrust habrakat not between paragraphs, and in its middle. But sometimes I don’t even immediately find the place where I stopped. Therefore it is necessary to “rummage” in the previously re-read text in order to take the article holistically.
I suggest the following thing: when the author puts a habrakat, the anchor is placed just above the place where it should have been (5-10 lines), and in front of the place of the real habrakat in the fields on the left to display the scissors icon. Very simple and straightforward.
