FSB made arrests on suspicion of treason and accused foreign companies in countering the cyber attack law

The FSB arrested the top manager of Kaspersky Lab Ruslan Stoyanov on suspicion of treason, Kommersant reports , citing sources close to the investigation. From December 2016, Stoyanov is under arrest in the Lefortovo pre-trial detention center. The arrest may be related to the ongoing investigation in relation to one of the deputy heads of the Information Security Center (CIB) of the FSB, Sergei Mikhailov.

Stoyanov was the head of the anti-cybercrime department at Kaspersky Lab, who worked closely with law enforcement agencies. The company confirms the arrest of its employee, but emphasize that Stoyanov was arrested as a private individual and the actions imputed to him do not relate to his work as a top manager.

The interlocutor of Kommersant claims that within the framework of the investigation, they verify information about the receipt of money from a foreign organization by a CIB employee (Sergey Mikhailov). At the same time, one of the employees of a large Russian company acted as an intermediary.

The arrest of Stoyanov and Mikhailov may further lead to a tightening of rhetoric by the FSB in the plane of information and state security. So, yesterday the FSB received a statement that Microsoft and Cisco are opposing the adoption of a draft law on cyber attacks .

According to representatives of the FSB, such bills have been adopted in many other countries, for example, in Germany and Austria, but the adoption of such a law in Russia is met with resistance from business representatives.

“Do you remember the founders of RAEC (Russian Association of Electronic Communications)? I can call - the company Microsoft, the company Cisco. Similar legislation was adopted in the Federal Republic of Germany, Austria, and the United States, but for some reason, these corporations consider it necessary to implement these laws in that territory and not to implement them here. We believe that the wave of criticism is caused precisely by this, ”said Nikolai Murashov, deputy head of the relevant FSB center during the discussion of the draft law by the State Duma committee.

According to representatives of the law enforcement agency, the failure to adopt the draft law of the Ministry of Communications and Mass Media on the critical infrastructure of the Russian Internet by foreign companies is associated with a reluctance to bear the cost of compliance. The bill went through all the stages of public comment and was published on the website of the FSB.

“Following the discussion, I can say the following: if you take 98% of citizens' appeals, the whole concept of the bill and the bill itself are supported. And the appeal from RAEC was the only dissonance that was expressed, ”said Murashov.

At the stage of discussion of the RAEC law, which unites more than 100 companies, published a conclusion that the law is technically and in fact incorrect: “the Internet is not divided into“ segments ”by any“ national ”basis, especially in connection with an arbitrary set of domain names”.
