The Ministry of Economic Development and the Federal Anti-Monopoly Service (FAS) began to consider the possibility of making adjustments to the text of the scandalous antiterrorism package of the Yarovaya-Ozerov laws, Vedomosti reports .

This week, meetings of the expert council on communications with the FAS and representatives of the Ministry of Economic Development and Trade took place, three participants in the meetings reported. Tonight, January 19, a federal-level expert group meeting will be held, chaired by open government minister Mikhail Abyzov. At the same time, officials do not specify what exactly will be subject to “adjustment” in the text of the law.

The reason for collecting meetings and expert groups was the initiative at the IC , which collected more than 100,000 signatures against the Yarovaya-Ozerov law. According to the IC work mechanism, the government is obliged to consider a civil initiative and take action if necessary.

Telecommunications operators demand to soften the package of antiterrorist laws. So, they are in favor of reducing the amount of data required for storage, first of all, of the traffic attributable to the video (we recall, almost 30% of Internet traffic in Russia is generated by a single YouTube).

The traffic storage norm will take effect on July 1, 2018. In the summer of 2016, domestic telecom operators and Internet giants estimated the cost of building and maintaining infrastructure to fulfill the norms of the Yarovo-Ozerov law in the fantastic for Mail.ru Group only $ 1-1.2 billion (3 times the company's annual revenue), plus monthly maintenance costs of $ 100 million annually. VimpelCom, MTS and Megaphone have called the amounts required for the creation of infrastructure, ranging in size from 230 billion to 2.2 trillion rubles.

Some time ago, the Ministry of Communications and Mass Media published several explanatory by-laws for the Yarovoy-Ozerov package. But the expectations of telecom operators and IT-companies did not materialize: the agency did not make changes to key points, such as the timing and type of data, to be stored.

Now working and expert groups are most likely considering options for mitigating conditions for operators. In addition to reducing the time and clarifying the types of traffic required for storage, operators hope for a delay in the entry into force of the law. In the event that the package of laws of Spring-Ozerov starts in its present form, the entire industry may be outlawed, or, in the case of infrastructure creation, tariffs for the population for communication services will become too heavy. Unfortunately, it is not a question of the complete abolition of the law of Yarovoy-Ozerov, which the citizens who signed the petition to the ROI demanded.
