New VAT details on overseas purchases

More recently, at the initiative of ACIT, the Finance Ministry discussed the following scheme for charging VAT on foreign stores:

In a nutshell, then Overseas stores will operate through the "Logistic partner", which will:
')
a) Receive VAT from the store
b) Send it to the Russian budget,
c) “Process” the paid parcels through its overseas warehouse.
d) Then, these parcels, for some reason, will be transmitted to foreign Post (USA - in our case), which, then, will give them to the Post of Russia.

As for us - a little tangled construction, causing several questions:

1) Who is a “logistics partner” and why is it needed? After all, there is already a foreign postal administration.

2) Arrows with packages and our loot are drawn to the “logistics partner” (LP). It turns out that these are some kind of agents of the Government of the Russian Federation abroad on VAT collection? Who will they become?

3) If the answer is "Yes", then someone must register a legal entity in other jurisdictions, obtain licenses, remove warehouses, hire people, and so on. And most importantly, negotiate with Amazon and Ebei so that online stores send them part of their revenue.

4) How will the market force several hundred thousand of its sellers to send parcels to the LP?

5) Why the LP can not deliver parcels directly to the Russian Post, bypassing the middleman in the person of US Post?

What we see is the first draft of the scheme, it will be sharpened. But the main players are already drawn.
