Let me remind you that the collider is located in a 26.7 km long tunnel, which is laid at a depth of about one hundred meters under the ground in the mountains. To keep proton beams, 1,624 superconducting magnets are used, the total length of which exceeds 22 km, for which a special cryogenic line is laid to cool. In fairness, I note that the tunnel was used from the previous project CERN. In any case, $ 10 billion is the correct estimate of the project from the top. Approximately $ 370 million per km.

The price of the fourth ring is taken from the results of bidding for construction.

The tender for the construction of a 3.9-kilometer section of the CTK highway was won by Mostotrest. The total amount of the construction contract is 6.3 billion rubles, which is equivalent to $ 716 million in terms of the kilometer of the highway. This is the lowest price among those offered by the tender participants.

So, indeed, the construction of a high-precision tunnel in the mountains, stuffed with superconducting magnets, is almost twice as cheap as building a road in Moscow. It seems that a black hole was not found at CERN.

UPD: it turns out 66 billion - this is only for the road. Another 13 billion pledged to buy garages.
UPD: The cost of LEP CERN - the old collider in the tunnel of which LHC CERN was built $ 1 billion (1.3 billion francs of Switzerland). This, together with the tunnel and the old, but not cheap, equipment.
