Switch Layouts

How to hang the keyboard layout switch in Windows on some useless button, for example Scroll Lock or Pause / Break?

And anyway, why are keyboards being released with a bunch of extra buttons (all sorts of play / stop, e-mail, louder / quieter), and nobody guesses to make a dedicated layout switch button?
