Maybe you should partially leave copy-paste?

I think about it all. Habr is not a place for stolen content, no one disputes this. But look what happens. There are blogs, which for the most part consist of copy-paste by definition. For example "News". Habrahabr does not have its own news agency, and users are not journalists. And in general there is always news in any blog. And they, by the way, are very readable and discussed. What now turns out: we or we have whole pages of links to other resources (and the Habr administration needs users to leave the site?), Which, in fact, and in appearance, in my opinion, is even worse than copy-paste texts. Or they prefer not to use copy-paste at all, being afraid of a ban, and Habr just drops out of the information field. And instead of going to Habr and getting all the necessary information on it, I will now have to leave it in order to get the rest of the information on the competing resources. This is not good.
My suggestion.
Allow copy-paste in one single blog "News". Strictly describe and observe the criteria in it: news stories, the link, the author of the original material, the publication, etc. It will not be a shame. Dixi
