
Roskomnadzor today added Qiwi and Skrill to the unified register of prohibited sites. The department decided to take action due to the fact that the resources contain information, the dissemination of which is prohibited in Russia,

In July 2014, Russia earned a law obliging all bookmakers working on the Runet to become members of self-regulatory organizations (SRO). Somewhat later, a law on interactive rates was passed, according to which SRO was required to create special centers for accounting and translation of interactive rates (TSUPIS). These centers must monitor all online betting in the country. The first TsUPIS appeared in mid-February 2016.

According to the press secretary of Roskomnadzor, Vadim Ampelonsky, the main problem lies in the links to online casinos posted on the payment systems pages. “In addition, the opportunity to accept electronic payments for gambling is implemented there,” an official told RIA Novosti. Ampelonsky reminded that in Russia the activities of online casinos are prohibited by law, and companies have three days to remove links to these pages.
Director of Corporate Relations Qiwi Konstantin Koltsov confirmed receipt of a letter from Roskomnadzor. According to him, the letter contains a requirement to "make a number of changes in respect of information about several providers on the company's websites within 24 hours." Now, says Koltsov, Qiwi experts adjust the information on the payment system site in accordance with the requirements submitted by the Russian Ministry. “The company intends to execute the order within the specified time,” he assured.
Koltsov claims that Qiwi services work as usual, and entering the payment system site into the registry does not affect payment transactions or the balance of electronic wallets.
“Skrill” (until 2011, the service was called “Moneybookers”) is an electronic
payment system that allows you to send and receive money using only an email address. In Russia, this system is not very well known. Nevertheless, it occupies a leading position in the field of payments related to online casinos, betting companies and other services of the gambling industry on the Internet.
