Roskomnadzor proposes to fine for poor-quality wiretapping and incomplete recording of telephone conversations of Russians

On May 13, the State Duma adopted in its first reading the “anti-terrorism” package of amendments by Irina Yarovaya , including an amendment to the Law on Communications, which obliges telecom operators to keep a record of Internet traffic, messages and voice conversations of all subscribers for three years. According to the Giprosvyaz design institute (Rostelecom subsidiary), it is 2.8 trillion minutes of telephone conversations, 156 exabytes of Internet traffic and 0.12 million messages. Only 157.5 exabytes of data.

Before the second reading, deputies plan to amend the draft law. It is possible that they will refuse to store Internet traffic, and the storage period will be reduced. This will reduce storage costs by about 100 times. In any case, the wiretapping Russians will be organized at their own expense. Creating infrastructure like that of the NSA will lead to a significant increase in tariffs for subscribers.

Roskomnadzor expressed its wishes for the second reading of the amendments yesterday.

The Office is concerned with how to verify the completeness of the information collected. Currently, more than 10 thousand legal entities of the Russian Federation are telecom operators, more than 130 thousand licenses for the provision of communication services have been issued. Deputy head of Roskomnadzor, Oleg Ivanov, recalled the practice of implementing the law on the identification of subscribers of public Wi-Fi points adopted in 2014. “It took about a month and a half to check about 10 thousand Wi-Fi points from the territorial departments. There are about 2 million such points in the Russian Federation. We realized that it was impossible to control this process, ”Ivanov admitted.

The official believes that in order to comply with the law, it is necessary to introduce the responsibility of the communication operator for its failure.

“From the point of view of supervision, the bill without the corresponding responsibility of the operator for its compliance will not work. It has a lot of “X's”, the answers to which the document does not give. How will we verify the completeness of data storage? It is almost impossible. And if there is no responsibility for non-compliance, the law is in fact not enforced, ”said the deputy head of Roskomnadzor.

According to him, an additional bill is required, which will introduce the appropriate responsibility of operators for breach of data storage.
