As already reported on Geektimes, on April 7, the State Duma introduced a bill with the complex name “On Amendments to Certain Legislative Acts of the Russian Federation in Part of Establishing Additional Measures to Counter Terrorism and Ensure Public Security” The authors of the bill are two people - MP Spring and Senator Ozerov. This bill obliges telecom operators in the Russian Federation to keep for three years “information on the facts of reception, transmission, delivery and (or) processing of voice information and text messages, including their content, as well as images, sounds or other messages of users of communication services”.

Russian telecom operators have calculated that fulfilling the requirements of the law will cost telecommunications companies about $ 200 billion. It will be necessary to create an infrastructure like that of the NSA. Now the Ministry of Communications and Mass Communications has also joined the calculations, the Roskomsvoboda reports . The head of the ministry, Nikolai Nikiforov, said that the adoption of these amendments would lead to a “dramatic” increase in tariffs.

“... it is technically possible to realize this, but it is extremely difficult and extremely costly - we are talking about huge amounts of expenses. Therefore, we will present the corresponding calculations to the legislators. If the bill is in its current form, it will lead to a dramatic increase in prices for communication services. I am sure that neither deputies, nor the State Duma, nor our citizens want this, ”the minister comments on the situation.

Nikolay Nikiforov believes that it is not yet possible to store all the data, it is more expedient to store information only about the fact of making calls and sending messages to subscribers: information. Moreover, the existing information on the actual facts of calls or the sending of messages by the actual operators is stored within the current regulatory framework. So far, our position is that this is an emergency measure, which simply was not supported by the necessary technical and economic calculations at the stage of its introduction. ”

The head of the Ministry of Communications and Mass Media also commented on the statements of the National Anti-Terrorism Committee (NAC) regarding the authorities' desire to control encrypted traffic. According to him: „“ Obviously, this question interests all states. We hear about this in the context of investigating various terrorist attacks in Europe and in many other places. What is the logical problem here? It lies in the fact that no matter how much we try to block or regulate, as many new things will appear. Therefore, it is necessary to find a reasonable balance so that in the process of this struggle we will not lose the goal itself, for the sake of what we are doing it: our goal is to provide a certain level of security. And we need to think about this security. Possible regulatory approaches are just tools. ”

It is a reasonable idea - it would be nice if the representatives of all other departments and organizations listened to it.
