Nevertheless, the creator of the messenger Pavel Durov argues that the administration always goes to meet the owners. He said this in
an interview with Izvestia. The Telegram FAQ was recently updated, and a corresponding
clause appeared in it, although until that point the administration had removed the controversial content. In any case, so says Durov.
When asked by the Izvestia journalist about the measures taken by the creators of Telegram regarding illegal content, Durov said the following: “Telegram deleted and removes controversial content on complaints from rights holders within the DMCA (Digital Millennium Copyright Act). The only thing that is required of the right holder is to submit a document legally confirming the fact of violation of their rights to the address dmca@telegram.org. ” After removing the bot / channel is no longer available, but the files already downloaded by the user remain on the device - the application does not have control over this data.

Other types of illegal content are removed, such as stickers. “Last year alone, hundreds of sticker sets were blocked due to complaints from other sites in Telegram. Their disappearance passes without a trace, as their own sets appear daily in Telegram, ”said Pavel Durov.
At the same time, the administration of the messenger welcomes the creation of bots by developers, for which the functionality of the service has been improved.
