MPAA wants ISPs to turn off repeat offenders from the Internet

image In the landmark 50-page material with the 20-page appendix, the Motion Picture Association of America (MPAA) proves that the pirates cannot be defeated without the active participation of Internet providers. In particular, according to the Association, ideally, providers should simply permanently disconnect recidivist pirates (who received several notifications about downloading illegal content) from the Internet.

The paper describes a lot of problematic, from the point of view of the MPAA, places in the laws, and describes the requirements and wishes for their improvement. In addition to providers, search engines should be involved in the fight against hateful piracy - they are not only obliged to remove links to pirated content at the first request of the rights holders, but also provide obstacles to the re-appearance of links to the same materials on other URLs.

Domain registrars, of course, should, upon request from the law dealers, split the domains of pirated sites, such as The Pirate Bay.

But the most critical step to eradicate piracy MPAA considers disabling pirates, constantly violating the prohibitions on downloading unlicensed content. To do this, of course, providers must take responsibility for calculating the number of notifications of a violation by specific users of the DMCA act.

But the American providers themselves are in no hurry to do this. A large association of providers, USTelecom, in its appeal to the authorities indicates that, firstly, providers are only intermediaries in the transfer of information, and secondly, they do not believe that a person can be denied access to the Internet on the basis of claims only from copyright holders.

In addition, if we act within the framework of the paradigm advocated by the MPAA for irreparable damage from the so-called. “Piracy” for film companies and the growth of this phenomenon, it becomes very difficult to explain the fact that the revenues from film distribution continue to beat records every year. In 2015, cinemas collected $ 38.4 billion , which is 5% higher than previous fees. MPAA head Chris Dodd, in a speech at the CinemaCon conference, announced that the film industry is in excellent condition and "has never been stronger."

MPAA is an American non-profit organization uniting the largest filmmakers, designed to defend their business interests. Members of the American Film Association are the six largest Hollywood studios:

The association is known for its own system of rolling film ratings. Currently, the organization’s activities are mainly focused on copyright protection and lobbying for tougher legislation in this area. Is a member of the International Intellectual Property Alliance.
