Ministry of Health proposed to legalize telemedicine in 2017

The Ministry of Health is now actively working to introduce telemedicine services in the legal field, Vedomosti writes . Telemedicine is called medical care that is provided to a patient remotely via the Web. And the provision of such services in Russia can become legal in 2017, when the proposed bill of the Ministry of Health becomes law.

In addition to providing assistance itself, electronic document flow between the doctor and the patient is also related to telemedicine. With regard to the provision of assistance in the remote mode, then we are not talking about treatment here. The main goal of telemedicine is to prevent, diagnose or monitor the patient’s health. During a remote communication session, the doctor can decide whether the patient needs to visit the hospital in person or not.

A number of medical clinics have already expressed their approval for the new bill. Many specialized organizations have a positive attitude towards the possibility of introducing telemedicine into the legislative space. True, the experts at the same time believe that a remote consultation can not completely replace the internal examination and diagnosis.

The bill was developed by the Ministry of Health together with the adviser to the president on the Internet, German Klimenko, and a special working group. “Our approach is simple: for the development of telemedicine, write in the legislation just one new line stating that remote reception at the doctor equals to full-time <...> However, lawmakers cannot do this for 17 or 18 years, referring each time to taking care of some to the mythical grandmother: what if she doesn’t understand something on Skype, and the doctor reads the analysis incorrectly, prescribes the wrong medicine and dies? ”, said German Klimenko.
