At the same time, the administration of Telegram declares that it does not plan to consider complaints related to closed chats, but accepts claims in relation to content distributors such as bots, open channels. Claims regarding sticker sets are also accepted.
“All regular and group chat rooms in Telegram are private from the point of view of their participants. We do not consider any complaints related to them. But stickers, channels and bots are publicly available objects. If you notice a bot, a channel or a set of stickers that violates your rights, please contact us at dmca@telegram.org. Please note that such requests should be sent only on behalf of the right holder or his authorized representative, ”the FAQ says.
