Bookmaker online companies in Russia go to the "white" zone with legal taxation. This was made possible by the introduction of the payment system “ First TsUPIS ” (Center for Accepting Internet Rates) is a joint project of NKO Mobile Card LLC (License of the Bank of Russia No. 3522-) and the Union The First Self-Regulatory Organization of Bookmakers, developed for centralized management payments in gambling. The official launch of the project took place in mid-February 2016. Currently, the TsUPIS list of bookmakers includes the Union “The First Self-Regulatory Organization of Bookmakers” and the League of Stakes, a betting company.

Work through TsUPIS will become mandatory for processing payments on Russian gambling and betting sites. All companies that want to engage in gambling in RuNet, will necessarily have to connect the TsUPIS system. This will give the government 100% confidence in the transparency of the players' winnings, which will subsequently be taxed.

The introduction and spread of online betting coupled with Russia's current fiscal problems makes the development of online poker regulatory systems extremely favorable. It is expected that after the legalization of online poker players will also support the introduction of the TsUPIS system.

In July 2015, Vladimir Putin initiated a study on the possibilities of taxing online poker. The collected funds should go to sponsor other sports, in particular - the Russian Federation Chess. From this point on, several laws were issued legalizing online bets, but poker was always considered separately from the rest of gambling.

At the same time, a significant debate has been undertaken on whether poker is in the category of intellectual games. The President of the Russian Chess Federation, Kirsan Ilyumzhinov, argues that in terms of their intellectual properties, poker is closer to chess than to ordinary gambling. According to Ilyumzhinov, "there is no reason for poker to be considered an illegal game." The status of online poker is still under big question, but is already being actively discussed. It is possible that online poker will soon be recognized as a legal intellectual sport.
