Unmanned vehicles start up on the common roads of Russia. Developed changes in traffic rules, Criminal Code and Administrative Code



A round table was held in the State Duma, where they discussed the legal regulation of the use of unmanned transport systems (BPTS) in the Russian Federation. A package of amendments to the federal law, the Rules of the Road, the Civil Code, the Criminal Code of the Russian Federation and the Administrative Code of the Russian Federation has been prepared.

Amendments to legislative acts of the Russian Federation may be adopted by the State Duma until the end of 2016. In this case, Russia will become the second country in the world after the United States, where unmanned vehicles will be allowed to move on public roads.

The initiative to amend the regulations was made by the Commission for the Development of Strategic Information Systems under the State Duma Committee on Science and High Technology (Chairman of the Commission - Communist Party Deputy Dmitry Novikov).

Deputies of the State Duma, representatives of relevant ministries and departments, RF subjects, developers of unmanned transport systems, representatives of scientific and public organizations took part in the discussion of the draft law.

During the round table, several important decisions were made. The main thing is the definition of the concept of unmanned vehicle (BPTS).

It is proposed to allow BPTS to move on public roads if there is a driver in the cab who can switch the control process to manual mode if necessary. In this case, "it is forbidden to completely transfer to the drone control over the movement of the vehicle on public roads."

In the SDA, the concepts “unmanned vehicle” (BPTS), “BPTS driver” will be included, and in the traffic regulations, the general duties of drivers will add the duties of the BPTS driver to be in the driver’s position of the PBTS during the entire time of its use and be ready to switch to manual at any time control mode.

The driver of an unmanned vehicle carries all the responsibility in the event of an accident, the relevant amendments will be made to the articles of the Federal Law No. 196 “On Road Safety”, Federal Law 63 of the Criminal Code of the Russian Federation, Federal Law 14 of the Civil Code of the Russian Federation, Road Traffic Regulations and the Administrative Code.

Requirements for BPTS
  1. The presence of a "black box" (recorder) for fixing the motion parameters of an autonomous vehicle, as well as maintaining video and audio recordings of the road situation.
  2. The presence of the identification mark "Unmanned road vehicle."

So far, the development of BPTS in Russia is limited to self-propelled weapons and KamAZ trucks .

The development initiatives of BPTS last year were accumulated in the framework of the AutoNet roadmap (one of the projects of the National Technology Initiative). The plans include the formation of high-speed transport corridors with dedicated lanes for robotic heavy trucks, the project “Intellectual quarry” for deserted mining and transportation of mineral resources using robotic dump trucks.

This year there should appear the first experimental plots of quarry development where mining and transportation of mineral resources will be worked out in groups of 2-3 unmanned dump trucks.
