Google Play and AppStore agreed to pre-trial blocking of content

To avoid blocking their sites on the territory of the Russian Federation, Google and Apple have agreed with Roskomnadzor on the mechanism of pre-trial blocking of applications and other content in the Google Play and AppStore directories, Izvestia writes . Thus, the content will be deleted immediately after the complaint of the copyright holder.

Vadim Ampelonskiy, the official representative of Roskomnadzor, said: “The participants of the Roskomnadzor working group suggested organizing a seminar at our site, where the responsible representatives of Google Play and AppStore would tell Russian rightholders how to effectively protect copyright objects from illegal distribution in mobile applications - through pre-trial interaction mechanisms, On March 17, we plan to confirm the possibility of organizing this seminar and determining dates. ”

As is known, on May 1, 2015, amendments to the “anti-piracy” Law No. 187-FZ are in effect, which provide for the procedure of “lifelong” website blocking for placing unlicensed copies of books, music, software, etc. According to this law, Rutracker.org, Kinozal.tv, Kinogo.co, Pleer.com and many other sites are already blocked for life.

Representatives of Google and Apple do not want to allow such developments in relation to Google Play and the AppStore. These sites operate via HTTPS, so the court does not have the ability to block a separate application. In the case of a lawsuit, either the entire site or a significant part of it will be blocked.

According to Ampelonskiy, right holders and sites will have to develop mechanisms for pre-trial interaction and timelines for responding to complaints so that they do not have to contact the Moscow City Court.

Representatives of the National Federation of the music industry insist that Google and Apple are required to respond to complaints within 1 day. “The music industry is not comfortable with the current sluggishness and bureaucracy of Google’s procedures. We have repeatedly appealed to them in order to improve or improve this procedure, but we could get a constructive answer only after raising the question in Roskomnadzor, ”said the head of the NFMI Leonid Agronov.

Now Google and Apple most often respond to complaints in a period of six months to a year.
