Online purchases in the Russian Federation may be banned

The State Duma adopted a new bill on the use of cash registers. According to this bill, payment by bank cards in online stores without issuing a fiscal (cash) check is actually prohibited. Under the ban can get any online purchases, including even paying for parking via SMS, write "Izvestia". This bill obliges all economic entities that are in any way connected with the sale of goods or services, subject to a unified system of rules. The physical location of the subject and the principle of its work (real store or the Internet) do not play a role.

Maria Mikhailova, executive director of the National Payment Council Association, clarifies the situation. According to her, the concept of “payments using electronic means of payment” (ESP) includes many of the usual operations of an ordinary person. This is a payment for parking from a mobile phone, and buying e-tickets, and making payments on the Web, and even calculating by credit card.

“Now, with all such calculations, it is necessary to form a check by the hardware method, using the fiscal drive. How exactly to do this technically is unclear. If in a typical large store the buyer contacts the cash register (by means of a cashier or an automatic device) and then data from all cash registers is collected, conditionally speaking, on a server integrated with the accounting system, then in the case of ESP, the situation is the opposite. Simply put, the buyer initially contacts the server. As far as I understand, there are currently no server solutions for the hardware assignment of a fiscal attribute, ”Mikhailova comments on the situation.

Representatives of retail believe that the new bill greatly complicates the life of this entire area. When paying for goods or services through the site, you will have to use a cash register with a tax collector, and checks must be sent to the tax authorities in electronic form. In addition, the check will have to be sent to the buyer by mail.

There are other problems. “As we understand from the text of the document, at the moment when the customer clicks the button“ pay by card ”, the shop must punch the cash voucher. In this case, in reality, the money from the card is not written off. At the moment that the consumer considers “the moment of payment”, the money is only reserved by the bank, and the store receives it in 3-5 days, when the retailer confirms the purchase. All this time, the client can unlock the amount by contacting the bank, and the retailer will find out about it after the fact, while the check has already been broken, ”says Fedorov.

In this case, a small business may simply not be able to buy all the necessary equipment and software. At the same time, foreign stores are not obliged to comply with new requirements.

“The well-known foreign Internet giants are in a better position, because they do not need to comply with the law when selling goods in Russia. We again see how a good idea turns into discrimination against Russian Internet retail, ”summed up Fedorov.
