The limit for anonymous payments can be raised from 15,000 to 40,000 rubles.

Senator Oleg Kazakovtsev sent to the State Duma Committee on the Financial Market a proposal to raise the limit for anonymous payments from 15,000 to 40,000 rubles, Vedomosti reports. The explanatory note to the bill states that the increase in the limit is relevant in connection with "taking into account the inflationary factor." In addition, the note states that the increase in the limit will not affect the quality of work of the system to combat money laundering and terrorist financing, since banks are obliged to analyze all operations carried out, regardless of the value of the payment.

The bill meets all the requirements of the “anti-laundering norms” and includes provisions that have not been criticized by the Ministry of Finance, the Central Bank and Rosfinmonitoring.

Interestingly, in mid-February of this year, the Central Bank has already proposed raising the limit, but only in relation to currency exchange operations, and not all operations. “We are thinking of raising this threshold to 40,000 rubles, when a client is not identified,” commented Alexey Guznov, director of the legal department of the Central Bank.

“The increase in the limit will make life easier for us and will help develop remote service channels, whereas now the threshold is 15,000 rubles. - This is a significant barrier to online customer service, ”says Olga Vilkul, Chairman of the Board of Directors of the Leader payment system. In her opinion, the current limit of 15,000, taking into account inflationary factors, is so small that it does not even cover consumer needs, for example, repayment of a loan or payment of utilities.

Vladimir Shatalov, vice president of Promsvyazbank, agrees with this opinion. According to him, the amount of the order of 15000-40000 rubles is not of the order to be able to talk about cashing or transit. For such purposes, a “one-day” firm is usually used, which works with sums of the order of 100–200 million rubles.
