As already
reported at Geektimes, the chairman of the Public Service Commission of Russia on social policy, labor relations and the quality of life of citizens, Vladimir Slepak, sent Deputy Prime Minister Olga Golodets a proposal to ban personal use of social networks for Russians at work (the official himself does not
consider it shameful to leave personal comments in working time in social networks). The written appeal of Vladimir Slepak states the following: “the concept of labor discipline is perceived rather tentatively and everyone knows situations of demonstration of constant private communication between employees in chat rooms or enthusiastic active participation in computer games, which is an obvious violation of labor relations.”
Olga Golodets, having considered the appeal, instructed the Minister of Labor and Social Protection, Maxim Topilin, to study the possibility of imposing such a ban,
writes Izvestia. The Ministry of Labor made it clear that so far the agency does not see any reason to prohibit social networks at work for Russians.
“Everything is already spelled out in the Labor Code. Such issues can be regulated by a collective agreement, local regulations, such as internal labor regulations, job descriptions or, for example, in the instructions on the labor protection of employees of the organization. Since there are no appeals to the Ministry of Labor (there was only one thing - about using mobile communications in the workplace), we conclude that employers and employees solve these issues without any problems within the framework of current legislation. On which signals the opinion of the author of the initiative is based, we do not know, ”say the press service of the Ministry of Labor.
')
I agree with the department and the adviser to the president of the Russian Federation on the Internet, German Klimenko: “It seems to me that the labor regime has always been determined by the enterprise. Where to smoke. How many and some breaks. When lunch I don’t really understand why the state should interfere with commercial companies and social networks, but perhaps I don’t know all the nuances of the law. ”
The press service of the Public Chamber reported that the initiative of Vladimir Slepak is not a management opinion and is personal in nature.
