developed a bill on fines for posting information on circumventing blocking sites in the Russian Federation. In a press release issued by the AZAPI group (Internet Copyright Association), it was stated that the working group of Roskomnadzor had already approved this document.
Now the press secretary of Roskomnadzor, Vadim Amelonsky, has denied the approval by the department of such a bill, TJ
writes . “Colleagues from AZAPI on Friday expressed wishful thinking. The topic is being discussed in the framework of the working group of the rightholders community, which works at the Roskomnadzor site. We are familiar with the AZAPI proposal, but it is at least premature to talk about it in practical terms, ”Ampelonsky commented on the situation.
Let me remind you that the bill
provides for a fine in the amount of from 10 to 50 thousand rubles for citizens who have placed instructions on circumventing locks anywhere on the web. The size of the fine for officials is proposed to enter in the amount of from 50 to 100 thousand rubles. If the company is guilty, then you will have to pay from 100 to 300 thousand rubles. According to AZAPI, Roskomnadzor will soon consider the bill and put it on the agenda of the State Duma.
Also right holders are now working with the question of the legislative definition of the terms "mirror site" and "copy of the site." If these terms are spelled out in law, the court will be able to decide on the automatic blocking of copies and mirrors of previously blocked resources. In the meantime, this is impossible - the Moscow City Court, for example,
rejected a lawsuit about blocking Rutracker mirrors.
