After
blocking the Rutracker torrent tracker on the territory of Russia, the audience of the resource decreased. According to Roskomnadzor, the drop in attendance was about 30%, according to
the tracker administration , the negative trend is not that significant (here a drop of 10-15% is estimated). Nevertheless, one thing is clear - more and more Russians are learning to use tools that allow them to bypass the block. Fortunately, these tools are quite legal, as reported by Roskomnadzor itself.
The right holders are not too happy with this, and a number of companies are planning to push for the blocking of the domain Rutracker.org,
writes Izvestia and
Torrentfreak . Plans to do this plans to the National Federation of the music industry, which includes Sony Music, Universal Music, Warner Music and other labels.
“There is a fundamental decision that we will strive for the separation of the RuTracker.org domain. Lawyers choose the way it is most convenient to do. For example, through the court. We choose where it is cheaper, where it is faster, etc., ”said the general director of the National Federation of the Music Industry Leonid Agronov.
Blocking resources that illegally distribute copyrighted content is not a sufficiently effective method. And the right holders are not very satisfied, as mentioned above, although they believe that in many cases blocking can significantly reduce the audience of the blocked resource.

“We saw that locks work, although not 100%. We have information that locks remove from 50% to 70% of visitors. Criminal activity continues. Therefore, we proceed to the next stage - the delimitation of the domain. We do not rule out the criminal prosecution of the owners of the resource, ”Agronov comments on the situation.
As for the representatives of Rutracker himself, they do not agree with Agronov’s opinion, and do not believe that the right holders have a reason for dividing the domain of the resource. “We see no reason for the separation of the rutracker.org domain, it is registered in accordance with the registrar's rules, information about the owners of the domain has been verified and confirmed,” the press service of Rutracker reports.
As for ICANN, an organization that manages the address space on the Web, it does not have the ability to block domains. “ICANN can only“ warn ”the relevant registrar (registry) about violations and, in extreme cases, deny them accreditation. This is rare (in regards to registrars), but it happens, I, truth, have never heard that this was related to copyright issues. Of course, this takes into account that there are virtually no ways to deal with the “mirrors” - the site can “move” to any national (two-letter) domain, to which ICANN certainly cannot have any relation. At the same time, following the “general rules” does not exclude the possibility of making any other decisions by the registrars and registries themselves, ”says ICANN Vice-President Mikhail Yakushev.
According to the doctor of legal sciences Anton Sergo, each domain name registrar should have its own grounds for delimiting a domain. And here “the task for the copyright holder is to try to find and justify these reasons so that he performs this procedure,” Sergo said. However, this task is very difficult.
The battle of copyright holders with pirates is far from over - all this, apparently, will continue for a very long time.
