The issue of Netflix streaming service in Russia continues to be actively considered by officials,
writes RNS. As it turned out, recommendations for regulating the operation of Netflix in Russia will be prepared by the Media and Communication Union (ISS) on behalf of Roskomnadzor. The ISS includes both domestic media companies and Russian operators.
“With the advent of Netflix in the territory of the Russian Federation, the topic has become more difficult - in addition to the coherent OTT services, which the messengers are, the question arose of what to do with transnational OTT content platforms. Now we have transferred the issue of regulation to the Media-Communication Union site, ”said Alexander Zharov, head of Roskomnadzor. He expects to receive the first recommendations from the ISS in a month.
The head of the department believes that Netflix will have to introduce a new definition of activity in the law. “Netflix is ​​more like an information aggregator, and just writing what an information aggregator is is just a new niche in the economy - a structure that aggregates the content of other media, packs and distributes. Here we have no such thing. Even if this is done, the definition of “information aggregator” and regulation in relation to it - I do not know what it will be, certification, licensing or entering into the register with obligations, so that both domestic platforms and western ones will be in equal conditions ”, commented the situation.
