Ministry of Communications: Netflix needs a media and broadcaster license to work in Russia

The issue of the Netflix service, which began operating in Russia in January, continues to be discussed by officials. Today, Deputy Minister of Communications and Mass Media Alexei Volin said that the service will have to obtain licenses from the media and the broadcaster if he really wants to work in Russia.

At the same time, the official claims that Netflix did not get in touch with the Ministry of Communications, therefore, it’s not possible to find out the point of view of the service management on this issue.

“For me personally, the arguments of our industry that Netflix should get a broadcaster’s license and a media license seem convincing enough,” Volin said.

"We must together with you discuss the steps that meet our national interests to protect our information space and protect your economic interests, and therefore the interests of our viewers," commented the head of the relevant committee of the State Duma Leonid Levin. The comment was left in response to a question about the legislative limitations of the service in the Russian Federation.

Interestingly, only TVzavr received a media license from domestic streaming services. Also, the Amediatek service (the owner is the A-Series company) has several licenses for the media and the broadcaster at once. But these licenses are for cable channels, not for the online cinema itself.

It is worth recalling also the position of the domestic business regarding Netflix. Thus, Sergey Petrov, Deputy Director General of CTC Media, said that he considers it necessary to legally restrict the work of foreign streaming service in the Russian Federation. The reason is the absence of deductions to the Russian budget, the purchase of rights to display video materials abroad, the lack of intentions to buy the rights to display domestic products. According to Petrov, all this is a threat to the policy of import substitution.
