www.nic.ru/news/2008/idn_netcom.html, from September 2, IDN-domains can be registered in .net and .com zones.

“Starting from September 2, 2008, RU-CENTER offers registration of multilingual (IDN) domains in NET, COM zones in more than 80 languages.
IDN domain registration is possible in languages that use the following alphabets (fonts): Latin, Greek, Cyrillic, Armenian, Hebrew, Arabic, Georgian, Bengali, Oriya, Tamil, Kannada, Thai, Tibetan, Burmese, Runic, Mongolian, Japanese, Chinese and korean hieroglyphs.

To register .NET and .COM domains in the national language, use the special registration form for multilingual domains.
Earlier, on April 28 of this year, RU-CENTER began registering multilingual names in the SU domain. Now the list of zones in which RU-CENTER customers will be able to register IDN domains has expanded. ”
