3G Modem and Beeline

Recently I bought myself a 3G modem from Beeline with a special tariff plan for the Internet. At first he used it in the Stavropol Territory and everything was fine, but when I went to study in the Rostov region, I began to notice inexplicable things. For example, through it only a few sites open, because google, habrabra (home page), and several others, while many others are not loaded into any. Have to use a different proxy. Is this a new joke from Beeline - "Go only to the right sites." Honestly, it starts to annoy me and I think to look for another operator to access the Internet.
