NP GLONASS: emergency services should receive the coordinates of the callers in automatic mode
The president of the non-profit partnership GLONASS proposed the government to oblige cellular operators to transfer the coordinates of the callers to emergency services, Izvestiya reports . Such a scheme is implemented in the ERA-GLONASS response system - the coordinates and the signal of the accident are sent to the rescue service at the same time.
The Federal Communications Commission of the United States has established requirements for mobile operators: for the next 6 years, they must determine the location of the caller in the 911 service with an accuracy of 50 meters, as well as determine the floor and the number of the office or apartment. The President of GLONASS refers to this experience and to the Russian Law on Telecommunications, which specifies the duty of telecom operators to report the location of the equipment of the subscriber who called the emergency service. At the same time, the Ministry of Communications and Mass Media of Russia does not establish the rules for the provision of these data, Alexander GLurko, director of the NP GLONASS, notes in a letter to Deputy Prime Minister Dmitry Rogozin.
The representative of the Ministry of Communications and Mass Media Dmitry Zakharov told Izvestia that the ministry is developing a regulatory framework for the operation of Sistema-112, including the rules for determining the location of the subscriber. Documents must be approved with mobile operators and government agencies. The requirements will not be as stringent as in the USA: Zakharov notes that in most cases the accuracy of the determination is sufficient, which can already be technically implemented in the networks of cellular operators.
