Today it became known that the Main Investigation Department of the Investigative Committee of the Russian Federation in the Moscow Region opened a criminal case on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (“Fraud on a large scale”) committed during the development work of the Karat-200 Space Platform (Karat-200 ROC). In the center of the criminal case is a contract between the FSUE “NPO named after Lavochkin” and LLC “Scientific and Production Enterprise“ Dauria ”. In the criminal case, only two names were mentioned - the general director of the Lavochkin Scientific-Production Association, Viktor Hartov, and the general director, Dauriya Aerospace, Sergei Ivanov.
The beneficiary of the Dauria Aerospace group of Russian companies is the Cyprus offshore, which is known to have Mikhail Kokorich and Dauria top managers, Sergey Ivanov and Dmitry Khan, as well as I2BF Global Ventures fund co-owners of the company’s founding co-owners. . And many employees of Dauria have experience in the Lavochkin NGO.

In 2013, the NGO them. Lavochkina signed a contract for 1.016 billion rubles with Dauria Aerospace, which provided for the implementation of the development work of the Space Platform "Karat-200" (ROC "Karat-200").

The expert group drawn from the enterprises and scientific organizations of Roskosmos, drawn to assess the work done, wrote a conclusion in which they indicated a number of signs of fictitiousness in the documentation for the transaction. In particular, the technical characteristics of devices in different parts of the same document differ significantly, and the interdependent characteristics contradict each other. Some of the materials were copied without editing from various sources and there was a formal formation of the text with minor editing, and not design. The conclusion also says that by the time of attracting Dauria Aerospace to the design, the development of the unified space platform "Karat-200" was almost completed by the Lavochkin Scientific-Production Association at the expense of the Federal Space Program.
Sergei Ivanov told Izvestia that he is not yet aware of the initiation of a criminal case.
Mikhail Kokorich, president of the private Russian satellite company Dauria Aerospace, said on his Facebook page that he did not have information about a criminal case:
