Presidential Administration criticized the Mikhalkovsky Internet tax

The presidential administration prepared a negative review on the proposal to enter the author's fee on the Internet. The criticism has been sent to Deputy Prime Minister Igor Shuvalov, who will have to submit a report to the President of Russia. T.N. “Internet tax” was proposed by the Russian Union of Rights Holders , headed by Nikita Mikhalkov.

As conceived by the RSP, Internet providers should collect an additional subscription fee from users, and provide them with the opportunity to unlimited download various objects of copyright - movies, books, music. And the special state commission should distribute the money received between the right holders.

Sources familiar with the preparation of the review, said that the majority of ministries and departments have responded negatively to the idea. Among the critics are the Ministry of Economic Development and the Ministry of Communications and Mass Media. Deputy Communications Minister Alexei Volin said that: "We consider this idea meaningless and have reported this to Shuvalov."

The Ministry of Communications and Mass Media has already spoken about this - they consider Mikhalkov’s bill as an attempt to legitimize piracy. And the Ministry of Economic Development and Trade pointed to the existence of a mechanism for protecting rights holders - an anti-piracy law adopted in the summer of 2014 and allowing right holders to seek pre-trial blocking of pirated websites (the so-called “law against the Internet”, which also caused a storm of criticism at the time adopted).

In addition to government agencies, the idea was criticized by both providers, Internet companies , copyright holders, and many users. Launched on the ROI, the petition against this bill gained more than 19,000 votes.

Only the Ministry of Culture, headed by Vladimir Medinsky, supported the idea - in fact, this ministry even helped Mikhalkov prepare this bill.
