Messages will not come to everyone, but on request (perhaps the developers will make available and subscribe to the distribution of messages in automatic mode). To receive an SMS, you will need to send an outgoing message to number 7377 (registered with the mayor's office). Some time after sending such a message, the owner of the phone will receive an incoming SMS with air quality data.
